Is an orbital battery charger possible?

What sort of current flow would exist in a long conductive wire in Earth orbit, assuming it had already been radially oriented by tidal forces? Would it cross Earth's magnetic field lines at different rates? Would the current have some initial value, but decrease with time? Would it be possible to bleed away current, say, into a series of capacitors?
